Old Lyme Board of Selectmen
Regular Meeting Monday, November 15, 2004

The Board of Selectmen held a regular meeting at 7:30 P.M. on Monday, November 15, 2004 at Memorial Town Hall Auditorium.  First Selectman Timothy Griswold, Selectman Skip Sibley and Selectwoman Bonnie Reemsnyder were present.
Approval of Minutes:  November 1, 2004
Selectman Sibley made a motion to approve the minutes of November 1, 2004 as written.  Selectwoman Reemsnyder seconded the motion.  SO VOTED.
Communications:
Lyme-Old Lyme Middle School – Veterans Day Recognition Ceremony
First Selectman Griswold thanked the students of Lyme-Old Lyme Middle School for hosting a Veterans Day Recognition ceremony.  Principal Ostroff celebrated the return of Spec. Cory Gillette, a graduate of the Lyme-Old Lyme High School, who served in the Middle East. Following the assembly, the veterans were treated to breakfast.  
Letters to Congressman Simmons, State Sen. Elect Stillman & Rep Giuliano
First Selectman Griswold sent letters of congratulations to Congressman Simmons, State Senator Elect Stillman and Representative Giuliano for winning in the November 2, 2004 election.  It is expected that Senator Elect Stillman and Representative Giuliano will visit Old Lyme to talk about issues that will be facing the State.

Letters go out to the incumbents whose terms are expiring in January and are asked
if they wish to continue in their positions.
Letters go out to the Town Committees.
Letters go out to chairmen of various Boards and Commissions regarding the process of appointments, the website and the minutes.
The Board of Selectmen will make appointments at the second meeting in January.
Old Business:
Lyme Street Reconstruction – Update
American Industries is working on the curbing on Lyme Street.  The paving will be delayed until spring.
Information Technology Committee – Update
Selectwoman Reemsnyder reported that the website should be up and running this week.  The address is www.oldlyme-ct.gov and will enable citizens to read the minutes of meetings, schedules, etc.  Several town hall employees attended computer training at the high school and the feedback was positive.  The committee working on GIS met last  week with representatives from CRERPA to make the details of the RFP clear and precise so the returned proposals would be consistent and comparable.  
Sound View Design District – Update
Selectman Sibley stated that the SVDD meeting that took place on November 8, 2004 concentrated on bulk standards.  Zoning Vice Chairman Eric Fries is working on a rewrite of the original draft that Linda Krause of CRERPA completed a year and a half ago. The next meeting is scheduled for Monday, December 13, 2004 at 4:00 P.M. in the town hall conference room.  The plan is to complete the rewrite and delivery it to the Selectmen and contract with an attorney for advice before submitting to Zoning.
Church Corner Committee – Presentation to Property Abutters
A neighborhood meeting of the church corner property abutters was held.  Discussion centered on the new traffic pattern for Christ The King Church and why Rte. 156 could not be accessed.  The DOT was against access to Rte. 156, however, First Selectman Griswold stated that should be reviewed. The other area of concern was the width of Ferry Road.  The Church Corner Committee indicated this is still a draft.  It is hoped that some of the abutters would be incorporated into the committee.  
New Business:
Flu Clinic for Old Lyme Only – Senior Center – Nov 16 – 10:00 A.M. to Noon
On Tuesday, November 16, 2004, the VNA will be administering flu shots at the Senior Center only for Old Lyme residents who are 65 years of age or older, and for those who are 50-64 years of age with a doctor’s note indicating a chronic illness.
Statistical Revaluation – Notice and Hearing Process
Revaluation notices, listing the old and new real estate values, will be mailed at the end of November to Old Lyme property owners. The Assessor and Vision Appraisal reviewed the real estate sales prices and, through statistical analysis, determined the new values. Vision Appraisal will have office hours for those who have questions and concerns.

Other Business:
First Selectman Griswold stated that Gov. E. Jodi Rell and the Connecticut National Guard have announced this year’s special effort Operation ELF to help Connecticut service members and their families during the holiday season.  There are currently 500 Connecticut Army National Guard soldiers mobilized and deployed in Southwest Asia.  This effort is to solicit donations of money, goods and/or services for the 650 dependent family members. New and unwrapped toys for all ages will be appreciated as well as grocery gift cards, phone cards, fuel oil, Christmas trees, snow removal services, etc.  Financial contributions should be made to the National Guard, Box 53, Hartford, CT 06105.  More information is available in the Selectman’s Office and on the website.
Selectman Sibley stated that District #18 is collecting various items to be sent to the soldiers during the holiday season. Notices have been sent to all the schools.
The Lions Club is sponsoring a Dollars for Scholars Dinner on Wednesday, November 17, 2004 from 5:30 P.M. to 7:00 P.M. at the high school cafeteria.  The tickets are $7 for adults, $5 for students, and $3 for under 12 years of age.  The proceeds benefit scholarships to be given by the Lions Club.
Selectwoman Reemsnyder reported that she received an e-mail from District #18 concerning the implementation of a memorial scholarship fund in the name of Bunty Karter who recently passed away.  She had served as a member of the Board of Education for 16 years.
Selectman Sibley reported that the fundraising committee for the Town Woods Park would be sending a mailer out the first of the year. First Selectman Griswold stated that the roof has been finished on the building at the Town Woods Park.  
The Board of Selectmen wishes everyone a Happy Thanksgiving. Congratulations to the varsity high school girls soccer team for winning the semi-final game.

Selectwoman Reemsnyder made a motion to adjourn the meeting at 8:20 P.M. Selectman Sibley seconded the motion.  SO VOTED.
